This aspen tree is dead on the top. Can I cut off the dead stuff or will it kill the tree?

Pruning off the dead portion won't kill the tree, but you will need to figure out what did. If it isn't corrected, then the problem will likely happen again. Copper fungicides can manage serious diseases, but there are many tree diseases that are fatal to them.
