What can I do to clean up iris and peony plants before fall but after blooming??

You can remove spent bloom stalks when they finish blooming. Leave the foliage to nourish the rhizomes. You can tidy up by removing brown foliage at any time. However, leave the bulk of the cutting back to fall or after the first frost.
