Q.Can I Cut Back My Hibiscus?

I have a hibiscus plant that is about 15 years old. I bring it in for the winter and this year I am having trouble with it flowering. I have been cutting it back in about March and new leaves appear, but this year. . no flowers yet and it is Sept. The reason I cut it back is to keep it manageable to move from the inside to the outside. Any suggestions?
