I would like to add elephant ears to my flowerbeds. Can elephant ears be replanted in summer?

Yes, you certainly could start an Elephant Ear bulb. They will spend about 3 weeks sending down roots before you see any growth above ground.
The enjoy warm temperatures so your plant should be happy.
