This could be due to winter injury, disease, pests and nutrition problems.

Was this a sudden change? Do you have a lawn care company that sprayed weed and feed? Is the problem over the entire plant and has anything changed in how you care for them? Are leaves yellow or black? Have you looked carefully for bugs, tops and bottoms of leaves and stems? Leaves that have yellowed due to chemical burn can’t be fixed and should be removed. Whether your rhodos have the energy to send out new leaves depends on their overall health. Please send a picture with answers to the questions I posed.
