Q.Can A Vegetable Garden Affect Other Trees In The Yard?

A vegetable garden was just planted by a neighbor near my cherry blossom tree and willow tree. The cherry blossom hasnt even sprouted buds yet and looks almost dead. Also, the side of the willow tree facing the veggie garden also hasnt srouted leaves while the rest of the tree is nice and green. Any idea if something is killing these trees?

This sounds more like Armillaria root rot or even tree borers. Here is an article for more information:
