Camellia plant doesn’t put out buds after bitter-cold witer two years ago

My landscaper planted a red Camellia for me four years ago. The plant had one or two buds on it when it was planted (Spring of 2013), and it bloomed beautifully that year.
By the 2013-2014 winter it produced about a dozen buds. Unfortunately, the 2013-14
winter (in Dover, DE) had several bitterly-cold periods and all those buds and their supporting branches succumbed to frostbite, and the plant, although looking quite healthy,
has never produced buds since. I fertilize and water the plant as recommended. It was planted in the spring of 2013. Is there anything I can do to get my camellia plant to produce buds and blooms again? Thanks for your help/advice.

I would recommend, first, applying dolomitic lime to the soil to re-stabilize the pH, and try to avoid giving it too much nitrogen, as this can keep it from blooming. Try adding nutrients high in phosphorus and potassium. You might even try to mulch it over the winter months.
