If I do not dig up the plants should I cut back the leaves that are turning brown?

That is up to you. Removing the brown leaves will not hurt the plant and makes the plant look tidier. But if you don't have time to do s now, you don't have to remove them now.
It is recommended that you remove the dead, brown foliage in the fall though to help keep disease and pests from having a place to over winter.
