Cut it down as low as you can then immediately paint the stump with concentrated herbicide like glyphosate. Use a small foam paintbrush. The herbicide will only kill what it touches. If you are worried about the bush touching the stump once you are done, cover the stump with plastic wrap and secure with a rubber band.
