Bulb Planting

Question

To have a garden blooming both in spring and summer, can I plant summer flowers that bloom in July/August on top of the tulip bulbs that bloom in the spring? Can I still plant tulip bulbs now in late spring? Or should I wait until fall? I live in Pittsburgh, PA.
