Q.Bugs on Trees

I have swarms of an unidentified bug hanging on the underside of my tree branches. The bug, or at least the carcus, looks like a tiny golden brown armadillo. Can you tell me what this could possibly be? Illinois area.

It might be bagworms:

Your area is not due for them until next year, but pockets of "early birds" can exist.
