Bugs Eating Sunflower Plant Leaves

My sunflowers are about 7 ft. tall; however, a bug of some sort is eating all the new leaves on the upper most part of the plant. I have tried a few different products, such as insecticidial soap and an all purpose bug killing product for a variety of bugs, neither of them seem to be making a difference. I never see any bugs on the plant except tiny little brown ants. What can I do to get rid of the bugs?
