Bugs Eating My Hibiscus

I have the winter hardy hibiscus plants and the bugs are eating the leaves to just about lace looking. Is there a spray I could use?

I like neem oil as an insecticide. It is safe for people, pets and beneficial bugs but very effective on harmful pests. Here is more information:
