What are these bugs they are eating my plants. I’ve tried need oil,and garlic pepper tea. Why are they still here?

Never seen those bugs before, sorry. Dilute a little non-toxic dish soap in water in a spray bottle and generously spray affected plants a couple times a day; this works great on house plants too. Also check out 'thehippyhomemaker.com' for more tips and a list of essential oils that could help
