Bug or Fungus or what?

Question

The photos below show what happened to the leaves of ALL my plants last summer and here you’ll see it is happening again already this year. When I planted the plants in pics I sprayed them with a fungicide and repeated a few weeks after but you can see how that worked. HELP! Thanks

This is the damage from an eating pest, slugs or snails.
