buds are shrinking

Question

My cactus is full of buds that look like they just stop blooming. The bud it self looks like they are shrinking.

There are so many things that could be the culprit here. Could you post some pictures? This can help me to identify the problem. Without knowing which cactus, or its location it will be hard for me to give you any accurate information on the subject.
