Brussel sprouts didn’t fruit

I planted 6 Brussel Sprouts plants in April. I noticed that one plant is now going to seed while the other plants appear dormant. All plants (except the the seeding plant) are approx 600mm in height (2 feet). No fruit has appeared on any of these plants. Could you please advise me of the reason why and my best options from here?

If the plants are producing seeds, they have bolted.

Brussels Sprouts do take up to 100 days to produce.
