I have heard of chlorine being used to wash post-harvest fruit with this problem, but never on the tree itself. I would not recommend treating the tree with chlorine. This article has some other suggestions: https://www.gardeningknowhow.com/edible/fruits/peach/brown-rot-fungus.htm [1] You might try neem oil as well. It is a good, organic fungicide.
