For the past two years my lilac blossoms have been small, few, turn brown and are dead in about a week. What can I do to stop this?

Unfortunately, your photos did not come through. I am unable to see the damage.

It does sound like a bacterial infection. Pseudomonas syringae is common, and will cause flowers to brown and die, suddenly. You should notice other symptoms, as well. Fungicides will correct the issue, as well as pruning. These articles will help:
