Brown But Not Dead Leaves On Clematis

I have some shoots of my Clematis sporting leaves that are brown but are not wilting. What is it and should I cut them back?

This is a severe bacterial infection. If you cut it without treating it, it will make the infection worse. Treat with a fungicide, and only water when there is drought.
