Q.Brown Branches Or Twigs

I have a Valencia orange tree and a Meyer Lemon tree. Our winter freezes just ended. Do partially brown branches or twigs mean that they’re dead?

As long as the trees show some green and pliable growth, it isn't likely that they are dead. Just injured. Pruning off any dead materials will help them to recover.
