Broccoli Not Growing Right

Question

I’m trying to grow broccoli from seeds and I’ve gotten all of them to sprout the first two leaves, but they just keep growing taller and falling over. I’ve tried under various types of lightbulbs including fluorescent (we don’t have a good sun window) but they never seem to start growing “true leaves”. Should I just plant them in the ground or how do I fix this? All of my other seedlings are doing great under the light inside.
