Bougainvillea Plants

Q.Bougainvillea has no blooms

My (2) Bougainvillea in-ground plants (3-4′ tall) appear to be very healthy, but they have never bloomed. I feed them Bougain every (4) weeks per the directions on the bag.
I don’t notice any disease.
What do you think is the reason for not blooming?
