Q.Bone meal

I use Espoma bone meal on my roses. Is this safe or should I worry about getting mad cow from the dust. Also, I use Holly Tone on my acid-loving plants. Does that pose a risk? Do a lot of people use bone meal? I am so new to gardening. Thank you
