Fall is a great time to do a soil test on your garden soil.
The moisture level in the fall makes testing easy, plenty of time to add any amendments or fertilizer and your garden is ready to go in the spring without delays.
Your local County Extension Office can help you with a soil test for a small fee.
The results will help you determine if your soil needs any amendments.
Adding something like Bone Meal for Phosphorous additions is great, if your soil needs it.

Yes, it is beneficial to add bone meal in fall or in spring to increase fertility during the next season. Incorporate it well into the soil instead of leaving it on top of the soil, since that can attract animals. Of course, having a soil test done first is always a good way to ensure you add the best mix of nutrients to your soil.
