Blue Gentian no flowers but lots of seed pods

My Blue Gentian is a few years old. Has had some flowers in past years, but no flowers this year but plenty of foliage and lots of seed pods. When remove, more seed pods appear, how can this happen without flowering first.

This can't happen without flowering. Likely, they are empty ova, and were not pollinated. I would be willing to bet that there are no viable seeds within the pod. Interestingly, though, if the flowers were pulled off, then this could be likely, and the reason no flowers are visible.
