I have seen a lot of plants, including shrubs sending up a few blooms right now. I've even seen crocus leaves popping up. I blame the weather for getting the plants out of sync but I might as well blame the eclipse for all I truly know! Anyway, unless it is putting out a full spring-like flush of blooms, your elderberry should still produce in spring just fine.
