It would be best to remove the dead or diseased stems. Oakleaf hydrangea is usually sited in a morning sun area, whereas roses need full sun. I can't see the rose in the photo (unless that is it by the fence) but it looks very shady, too shady for roses. It may be too shady for the hydrangea, too.
It also could be a drainage issue. If the soil is not draining well, the roots may be waterlogged.
