Bird of Paradise – Strelitzia

Question

Leaves are folding inward. They are in full sun and have bloomed before, but hasn’t bloomed this year. It is also at the bottom of the bed that has a little dip, so is getting more water to it. Do we need to fertilize every other week during the summer and winter here in San Jose, CA? I LOVE my Birds and want them to thrive! Any ideas on what I can do is appreciated.
