Bird of Paradise Not Growing

My plants are not growing at all. They have been stagnant for several years. I use fertilizer and water regularly. Nothing has worked.

If it has been cool, this may be stunting them a bit. Also, if the light conditions where they are have changed over the years (trees got bigger, buildings were put up that block light, etc.), they may have too little light.
