Q.Bird of Paradise Is Not Blooming

My Bird of Paradise has been in the ground about 3 1/2 years. It has bloomed since it was planted. However, since around last February, it has not bloomed. It gets a lot of light and is watered twice a week, plus the rain. I bought fertilizer for it and it has not helped. What should I do?

This past winter was cold in many parts of the country. Established plants can survive the cold, but their blooms are often damaged by the cold. It should recover by next year.
