I have a heat pad what it sits on but nothing seems to help.
called the manufacture and tried what they said but no help.

The main reason for this happening is because of TOO much moisture. Everything needs to be kept slightly moist but not wet, and that dome simply holds in humidity. After you do see germination, that dome will need to be removed, as it doesn’t help after germinations. In fact, it can cause fungal issues if left on for too long.

You can also germinate most anything using the simple -moist paper towel, in a plastic bag- method. This is the method a still use to this day, to start small gardens.
