Best way to shipping tarragon fresh or dry? I want to sent fresh cuttings from my tarragon to a friend in another state what is the best way to do that? Thanks for your advice Victoria

If these are cuttings intended to plant, then they will need to be alive. If they are intended for use, then dry will be best, so that they do not mold.
