I would like to put something in my front yard that will grow to no more than 36 inches, flowers all or most of summer, and comes back every year. Is there such a thing?

I have tried the knockout roses but have not had much success. Someone mentioned that there is an azalea that now blooms all summer.  Is that true? Is there a crepe myrtle that does?
