Q.Berm removal/tree death

All trees planted on the berm die as it is heavy clay that doesn’t dry out; not really soil. I would like trees to hide a bad view and get some privacy. Should I just remove the berm which was just a construction dump?

Amending the heavy clay or starting over are your options.
Correcting the soil will ensure a good start to plantings and will be the long term solution for your problem area.
