Bell Peppers Too Small

My bell pepper plant is in 5-gal. container. Used potting soil with 6-month fertilizer. Peppers are all small. Is the container too small?

The size of your container should be adequate for the plant. Perhaps, it is simply lacking nutrients. Here is an article that you may find helpful: [1]
