begonia bulbs not growing

Question

I bought 5 begonia bulbs but only 1 has showing a shoot.Is it still too early to assume they are dud bulbs?

Tuberous begonias are slow to get going. Some gardeners start them inside in February to compensate since they can't be planted out until after the frost free date.
