Q.Bed full of roots

Hello,
I have a garden bed running along side a pretty wild and thorny hedge row. I’ve tried to dig into it to lay flowers but it is ridden with roots I can’t even get a spade in.
Do you have any suggestions on how I could use this bed?

I wouldn't attempt to use this one. You will have to sacrifice, either, the bed, or the hedgerow.

The other alternative is to find a new spot and make it into a bed.
