we can’t seem to make enough urine ourselves to deter the badgers digging our lawn! If we added chlorine to it, could we be more effective?

I would reason that the smell of chlorine, alone, will deter some creatures. Adding this to uric acid may produce some toxic gasses, though. So I would not mix them. You may have to resort to trap and release, or some form of euthanasia to control this, though.
