Q.At what point in the life of an areca palm can I plant it outside? Can I just put seeds in the ground and expect at least some of
them to grow? I need about 350 trees.

It is best to wait until after the first year, but this can be done anytime in Spring, or early Autumn. They are fully hardy in your area.
This article will help, ignoring repotting instruction since you are outside: https://www.gardeningknowhow.com/houseplants/areca-palm/growing-areca-palm-indoors.htm
