at the bottom of my rose bush it is black

There are black spots on my rose bush at the bottom.

If the black spots are on the leaves, it is likely the Black Spot fungus. If it is on the canes themselves it could be something called Canker that enters in through either a wound or pruning cut. Here are a couple links to article on both for you.
