Can astilbe take morning sun and is it ok to put chicken litter around it?

A few hours of morning light will be good for Astilbe growth.

Make sure the chicken manure is properly composted before applying as a top dressing or fertilizer.
Chicken manure is high in nitrogen and too much nitrogen will cause lots of green leaves and few flowers.
