During the dormant season for asparagus, do you need to water? Should you put soil over the cut asparagus or leave it with the cut part above ground? Thank you.

Unless it is simply unusually dry, the plants should do fine without any water (except for rain) while dormant, though once month in dry periods is fine. Also, there is no need to cover them with soil but if youwish to give them additional winter protection, you can add a layer of mulch over top.
