are you 100% sure mulch will kill unwanted tree roots?

About 1 foot away from back of my house, there is a Chinese fruit tree sprouting out from nowhere. My friend asked me to keep the tree for her. I kept for six months. She changed her mind, not wanting the tree anymore. I cut down the tree and dug out the root about 1 foot below surface, but I could not find the end of the root. The root has run away very deep and very far to draw water.

In your website, you said putting mulch over it will suffocate the root and will kill the tree. Are you sure it will work? How much time will it take mulch to suffocate root? Will covering the root with one foot deep mulch be enough? If it works, after much kills root and tree, can I remove mulch and fill up 1 foot deep hole with dirt to grow other plants above it?
