Are These Spots Insects?

I noticed red insect like thing stick on the back of leaves and black spots like things on stem of areca palms what are these?

Unfortunately, your photos did not come through. I am unable to see the issue at hand, but what you are describing does sound much like spider mites. Neem oil and persistence is going to go a long way, here. Many turn to predatory mites or ladybugs, but this can be a problem indoors. These articles will offer a few insights:
