Are there non-blooming types of lilac bushes?

Question

I’ve checked out all possible reasons why our 2 (existing from previous owner) have not bloomed for 2 years now. They don’t look old, they are healthy (leaves), etc.
We’re 1-1/2 hr north of Spokane, the LILAC city!! What is UP with these bushes!!
