Generally, sucker growth is removed from trees and shrubs if they are named cultivars that are grafted using a hardy rootstalk with a more desirable top. You don't want those to take over the tree so they must be removed.

If your lilac is not a hybrid or is not grafted, you can remove a sucker to make a new tree. Be careful digging so as not to disturb the main plant roots too much.
