Applying Pest Control For Sucking, Munching Insects

When applying Melathonin or any other insect control substance, how important is it to apply on the underside of the leaf if the insect eats through the leaf anyway?

Thorough coverage of the undersides of leaves is very important because the insects must be contacted directly by the pesticide in order to be most effective.
