Apple Tree Not Producing

My apple tree is not producing fruit. I planted it in 2012 and till today it has never flowered not to talk of producing fruits. Although, my pear tree has produced but just only FOUR beautiful pear. Please advice me what to do to make them produce something significant. Thanks.

It could be incorrect pruning, too much nitrogen, etc. These articles should help:
