Q.apple tree fungus

One of my apple trees has white sticky stuff on the trunk (it’s a 2 yr. old tree about 3 ft. high). How do I get rid of it?

This could be a fungus or insect infestation.

Use Neem Oil as a treatment since it works as both an insecticide and fungicide.
